Baglihar: Pakistan says Indus treaty breached

Jammu: Just 10 days after it was commissioned, the Baglihar dam in Jammu and Kashmir has drawn controversy.

Pakistan has raised objections about the level of water in the Baglihar Dam. A pakistani delegation which inspected the dam says India has filled water in excess of what is allowed under the Indus water treaty.

"It is not an allegation it is a fact. India has violated the treaty we have ascertained this after inspection," said Syed Jamat Ali Shah, the Indus Water Commissioner of Pakistan said.

The Pakistani delegation complains that India continued the initial filling of the dam till the first week of September while it should have stopped on August 31 as per the treaty.

The delegation claims that only 20,000 cusecs of Chenab waters reached Pakistan's entry point at Marala head while it should have been 55,000 cusecs.

Pakistan now demands compensation for their rice and cotton farmers, who they say have been affected by the reduced water levels.

"There are certain cotton growing associations and rice growers' associations and they have complained about the shortage of water," said Shah.

India however denies these charges. "He is saying that we are violating the treaty. We have nothing to say. We are totally compliant of Indus water treaty and are going to comply with the Indus water treaty in all our projects in Jammu and Kashmir," said Nayak, the Commissioner of Jammu and Kashmir.

Last year a major dispute between the two countries over Baglihar was settled by the World Bank in favour of India. But now it seems matters have not ended with that.
