New Delhi: Admitting that Naxal groups have succeeded in enlarging their base, Prime Minister Manmohan Singh has asked the states to establish specialised and dedicated forces needed to cripple the Naxal virus.
Manmohan Singh was speaking at the Chief Ministers conference on internal security and said the problem needed the individual attention of every Chief Minister.
Making a special mention of the recent jail break incident at Dantewada the Prime Minister said this was not an isolated incident and not a day passed without an incident of Naxal violence.
The proposal for a Federal Investigative Agency was shot down. Instead it was decided that there would be a consultative mechanism to look into it on a case-to-case basis.
Meanwhile, Home Minister Shivraj Patil said that a consensus has been arrived at on forming a separate task force in the states and at the Centre to combat Naxalism.
Referring to high-profile terror attacks this year in Hyderabad, Rajasthan, Punjab and Uttar Pradesh, Manmohan Singh said the terrorists were able to network across states and even international boundaries organising coordinated strikes.
The conference discussed several security concerns including those arising out of ethnic tensions and some forms of militancy.
"There is no single cause for any of these concerns and there is no unique solution," he said, adding "we need to address these concerns collectively."
