PM joins the diplomatic offensive against Pakistan

New Delhi: Prime Minister Manmohan Singh on Tuesday joined the calibrated diplomatic offensive against Pakistan. At the meeting of chief ministers on internal security, Singh accused the state in Pakistan of conniving and cooperating with terrorists.

“We must convince the world community that states that use terrorism as an instrument of foreign policy must be isolated and compelled to abandon such tactics,” Singh said.

The PM did not mince words. It was a message intended for world leaders and came immediately after the dossier on the Mumbai attack was handed over to governments across the world, including Pakistan.

However, Singh agreed that India did not have a foolproof mechanism to combat terror.

“Training and the equipment provided to our security forces require a careful review,” Singh said.

The Prime Minister's address carried enough political logic. It came less than four months before the country went to polls.

The Government wants its report card on terror not to appear dismal. But it knows that it has miles to go before it can effectively deal with the problem and intelligence gathering is going to be the focus in the months to come.

“We need to encourage the setting up of an elaborate information system at the village and block level,” Singh explained.

Even Home Minister P Chidambaram emphasised the needed to strengthen the intelligence apparatus.

“The key to raising a level of preparedness is gathering and sharing intelligence,” Chidambaram said.

But the states, of course, have their reservations. They know law and order is a state subject, never mind what the Centre advices.
