PM to discuss nuke deal with Bush

New Delhi: Prime Minister Manmohan Singh will meet US President George W Bush on the sidelines of the G8 summit in Germany – in a bid to break the logjam in negotiations over the nuclear deal.

A number of new proposals have been made and these will be discussed by officials.

The proposals are part of efforts to veer around the differences, particularly on reprocessing right, that have held up the 1-2-3 Agreement.

Key negotiators of the two countries – Foreign Secretary Shivshankar Menon and US Under Secretary of State for Political Affairs Nicholas Burns – met in New Delhi last week but failed to conclude negotiations as differences persisted.

Despite moving much closer to an agreement to operationalise the civil nuclear deal, persisting gaps prevented a breakthrough after the latest round of discussions.

The talks, that included technical-level discussions, could not result in any breakthrough particularly because of differences on whether India should get the right to reprocess spent nuclear fuel.

The talks have remain deadlocked over four contentious areas regarding penalties for testing a nuclear device, the right of return in case India conducts nuclear tests, uninterrupted fuel supplies and the right to reprocess spent fuel.

The two sides are looking for a political push at the highest level to break the impasse in talks.
