'Positive discrimination' to bring Muslims at par: Sachar

New Delhi: Exactly how inadequate is the representation of Muslims in the police and the security forces in the country? Sachar Committee says that only 4 per cent IPS officers are from the Muslim community across the country.

In the central reserve forces under the Union Home Ministry, their representation varies from 3.6 per cent in higher posts to only 4.6 per cent at the lower. Perhaps a clear indication of a persisting disparity that needs to be ratified by implementing Sachar panel recommendations.

"This is Muslim appeasement," says Ravi Shankar Prasad BJP Spokesperson.

Appeasement or no appeasement, states aren't doing any better. Consider this—the last census puts the Muslim population in the country around 14 per cent of the 12 states from which data was collected by the Sachar Committee.

Only Andhra Pradesh with a figure of 14.6 per cent has given adequate representation to Muslims in the home department. Overall, this figure is just 7.3 per cent while only 6 per cent Muslims are employed at the rank of the constable.

"When there are hardly any Muslims in the forces, where will they find policemen to post in minority dominated areas?” said Asaduddin Owasi MP, MIM.

So now there has been a growing demand of working on some mechanism of positive discrimination for the Muslims as an affirmative action. Some would say similarly even SCs and STs do not have a proportional representation in these forces.

Reservations as a policy of affirmative action has been the most powerful tool of affirmative action in India since Independence. But the problem is that the constitution clearly prohibits reservation on religious grounds.
