New Delhi: A day after the Supreme Court directed the HRD ministry to come up with fresh data on OBCs, the Government finds that it has no complete data with any of the concerned ministries.
Some ministries, though, are making tall claims. "We have the BPL data ready. Anyone who needs it can ask us. We will help,'' says Union Minister for Rural Development Raghuvansh Prasad.
But the Rural Development Ministry data do not give the full picture. Though the report covers all panchayats in the country, the OBC headcount is still incomplete.
It covers only the countryside and therefore 74 per cent of the entire country. Besides, the OBC figures take into account households and not the total population. In fact, the Government has not yet shown any interest in the data.
"No one has asked us for any data as yet,'' says Union Minister for Rural Development.
On the other hand, the Social Justice Ministry's plan to do a separate countrywide OBC count has run into a wall. The state governments are saying it is too expensive an exercise.
Union HRD Minister Arjun Singh, who is expected to coordinate the court case on behalf of the Government, may not find either of these efforts useful.
Between Shastri Bhawan that houses the Minsitry of Social Justice and Empowerment, and the Krishi Bhawan that houses the Minsitry of Rural Development, the data that the HRD Ministry requires needs to be prepared. But for now, it seems that the Government has nothing to go by.
