Registration of NRI marriages a must

New Delhi: A parliamentary committee on Monday asked the government for registration of NRI marriages and said it should be made compulsory.

The committee has also asked the government to take effective steps, including amending the Emigration Act to ensure protection of interests of the Indian workers abroad considering their exploitation.

The government was also asked to expedite the process to sign bilateral agreements with Kuwait, Oman, Qatar and Malaysia, where lakhs of Indians work and face exploitation and harassment.

Among the steps recommended is compulsory registration of marriages and amendment of the Indian Marriages Act, said the committee's report tabled in Parliament on Monday.

Expressing concern that the incidents of failed and fraudulent marriages of Indian women with NRIs have assumed alarming proportions, the committee recommended that an effective mechanism needed to be worked out in order to curb the menace.

The Parliamentary Committee recommended that the prospective bridegroom should be made to give an affidavit to the effect that he is not married and that affidavit must be notarised by the respective consulate or embassy.

Immediate publication of guidance booklet on marriages with Indians abroad and wide dissemination about it was also recommended by the committee.

The committee noted that a beginning has been made by the ministry by entering into bilateral agreements with Oman, Kuwait, Qatar and Malaysia and wanted these to be expedited to ensure that the workers' interests are protected and that they are no longer exploited by the unscrupulous agents in India and their employers abroad.

The Committee also expressed concern over the fact that Indian workers abroad are facing numerous problems like non-payment or delayed payment of wages, unilateral changes in the contract of workers and changing the jobs arbitrarily.
