Ruchika's expulsion was illegal, says report

New Delhi: The Chandigarh administration, which is conducting an inquiry into why Ruchika Girhorta was expelled from her school Sacred Heart Convent, is ready with its report.

The report suggests there is sufficient proof that Ruchika's expulsion was unwarranted and illegal.

The report also says that there is enough proof to suggest that external factors played an important role in the teenager's expulsion. And that there are atleast 10 documentary evidences to prove that her expulsion was unfair.

This proof is sufficient to book Ruchika's molestor SPS Rathore under IPC section 306 which is abetment to suicide and also work as a strong evidence in the case.

By Monday evening, the Chandigarh administration will submit this report to the Governor and after his approval a copy will be sent to all agencies involved in the investigation.

The report points out that Ruchika was the only student who has been expelled from the school for non-payment of fees. The documents show that when Ruchika was expelled, fee of several other students was not deposited, but no action was taken against any one of them.

The report also says there's sufficient corroborative evidence on who all were responsible for her expulsion. It even says that there is enough evidence to prove that her brother Ashu Girhotra was mistreated in the police station.

However, Spokesman for the school Father Thomas says, “Ruchika was not expelled and the school has nothing to do with her death. She stopped coming to school due to non-payment of fees.”

A special Central Bureau of Investigation (CBI) court in Chandigarh had on December 21 held former Haryana director general of police (DGP) Rathore guilty of molesting 14-year-old Ruchika in Panchkula town on August 12, 1990 and sentenced him to a six-month prison term. Rathore was immediately granted bail.

The budding tennis player had committed suicide three years after the incident.
