'Separate grievance redress from Lokpal'

New Delhi: As the UPA ministers meet on Sunday to discuss the Lokpal draft, there are several aspects of the legislation that are still being debated by members of the civil society.

A senior citizen, Jameela's montly pension of a thousand rupees from the Delhi's social welfare department is her only support but Jameela gets it once in a while with devastating consequences. She has registered her grievance in the camp organised by the national campaign for People's Right To Information.

"They tell me my name is incorrect, the address is incorrect and other excuses," Jameela said.

In fact four camps in Delhi attracted thousands of complaints, each person has multiple grievances which range from not getting ration on time to bad roads, to access to sanitation in an open forum, The BJP, CPI, CPM, BJD said that grievance redress should be separate from the Lokpal.

Social activist Nikhil Dey said, "We strongly feel that grievance and citizen's charter should not come under Lokpal. The Lokpal will be swamped with complaints and grievances will be marginalised."

A district level independent appellate authority can penalise and compensate not just a Citizen's Charter but also statement of obligations.

While the Anna and Aruna camp are sharply divided over whether grievance redress should be part of Lokpal, both believe that the government's redress bill as it appears on the website is highly centrallized and leaves a lot to be desired but the big surprise came from the BJP's Prakash Javadekar clearly stating that grievance redress be dealt with separately.
