It is now clear that it was not just the Lashkar that planned and executed Mumbai attacks but some state actors were also involved in it.
A Pakistan within Pakistan is emerging, which is beyond the control of its civilian government. It is a Pakistan which actively sponsors terrorism.
The evidence nailing both state and non state actors will be carried by Union Home Minister P Chidambaram to Washington.
The dossier was handed over to the Pakistani High Commissioner in India Shahid Mallik by Foreign Secretary Shiv Shankar Menon.
The dossier includes Confession of Ajmal Amir Kasab, the only terrorist of 26/11 attack captured alive, log book recovered from MV Kuber, the vessel which was hijacked by the terrorists to reach Mumbai.
It also includes evidence which shows that food supplies left on MV Kuber had made in Pakistan labels, GPS records indicating the route taken by the terrorists from Karachi to Mumbai on 26/11, satellite phone records of conversation between 26/11 terrorists and their handlers in Pakistan on Thurayya phones, taped conversations between ISI Majors and Pakistani Army officers.
The dossier also has records of transcripts of phone conversations between Mumbai terrorists and Muzammil, who if No. 4 in Lashkar-e-Toiba hierarchy.
Transcripts of internet phone calls between the terrorists in Taj Mahal Hotel, Oberoi Hotel and Nariman House in Mumbai with their LeT controllers in Pakistan, identified as Zaki-ur Rehman Lakhvi Abu Hamza and Abu Qafa are also a part of the dossier.
The calls were made using a Cellphonix service over a Vox Phone. Cellphonics is a service provider of Voice over Internet protocol, a technology that enables a person to make and receive phone calls through the Internet.
Two international numbers were purchased from Vox Phone, one with a New Jersey registration and the other with a Vienna registration, and $290 was paid through Karachi office of Western Union to Orlando office of Vox phone.
During these calls, LeT commander Zaki-ur Rahman Lakhvi gave instructions to the terrorists at the Taj Mahal Hotel and Chhatrapati Shivaji Terminus.
The terrorists were also instructed to kill all the Israelis in Nariman House.
Lashkar communication chief Zarar Shah has revealed that all the 10 terrorists were trained in Pakistan occupied Kashmir and Peshawar.
Shah was the one who sent the e-mail naming Deccan Mujahideen responsible for the attack. Shah was being handled by a Pakistani ISI Major (head of forward planning desk) and his main trainer was a former Pakistani special forces officer.
Former ISI chief Nadeem Taj has been named as one of the main planners of the attack.
So by the time Chidambaram comes back from the US, India hopes to prepare another dossier with the help of FBI investigators, which will become a chargesheet against Pakistan.
