Tickets not seats remedy to Women's Bill row?

High hopes followed by anti-climactic disappointment: that seems to be the story of the Women's Reservation Bill. For the last 14 years, thrice introduced since 1996, thrice aborted. On Monday, on the centenary of International Women's Day, the Government of the day for the fourth time moved the women's quota bill and once again it was stalled. There was pandemonium in Parliament, shameful disruption by MPs, the house was adjourned five times and Samajwadi Party (SP) and Rastriya Janata Dal (RJD) withdrew support to the UPA government. The voting on the bill has been deferred to Tuesday. Face the Nation discussed the question: Is the Women's Quota Bill anti-democratic?
