Water woes: What's the Hogenakkal issue?

Bangalore: Tamil Nadu Chief Minister, M Karunanidhi fired the first salvo in the Hogenakkal Fall Water Project dispute.

"They say they'll break our buses. Even if they break our bones, we'll go ahead with the project," the Chief Minister had said .

It's an issue that has prompted violent demonstrations in both Tamil Nadu and Karnataka. Tamil Nadu is adamant on building a drinking water project over the water fall on River Cauvery.

At Hogenakkal, River Cauvery forms a series of waterfalls that form the exact boundary between Karnataka and Tamil Nadu. The waterfall on one side belong to Tamil Nadu and the ones on the other side to Karnataka. This is what makes the entire situation very sensitive.

Tamil Nadu's project aims to feed districts of Dharmapuri and Krishnagiri. Karnataka too has plans for a similar project to get water to Bangalore — a project that has not been implemented due to legal disputes.

While Tamil Nadu claims both states agree to its project in 1998, sources in Karnataka irrigation department say the projects were only mentioned in a meeting. No study was done or agreement signed.

Congress MLC and former irrigation minister, H K Patil says, "Karnataka's acceptance has not been taken. In view of submersion, in view of flooding the impact on both states has not been taken. It has to be studied. Taking up a project before that is wrong."

The Cauvery Tribunal's final award should have resolved the issue — except, that verdict has been questioned. So the question remains — whose water is it anyway?
