What went wrong on 26/11: Finding the truth

How did 10 men outgun an entire city on 26/11? Did the Mumbai Police lack leadership and control? Did a multiplicity of agencies add to the confusion and was crucial time lost? Some officers exhibited bravery but were they individuals fighting against odds?

The Ram Pradhan Committee report on the Mumbai Police's response to 26/11 has been tabled but only in part. Are we any close to finding the truth? What are the lessons for police forces tackling terror not just in Mumbai but across the country?

Getting at the truth is not going to be easy as the Pradhan Committee report and its Action Taken Report has thrown up uncomfortable questions for our police forces indicating their actions on 26/11 were arbitrary, uncoordinated and tentative.
