The spat between Bihar Chief Minister Nitish Kumar and his Gujarat counterpart Narendra Modi has taken an ugly turn. The Bihar government has returned Rs 5 crore, which was given by Gujarat for Kosi flood relief, just a few days after Nitish cancelled a dinner in honour of BJP leaders in Patna. During the recent BJP national executive in Patna, some Bihari youth working in Gujarat had published advertisements in local newspapers thanking Modi for helping Bihar during the 2008 Kosi floods. Kumar had termed this claim "uncivilised", saying any gesture of help should not be proclaimed publicly and threatened to return the unspent amount to Gujarat. Is Nitish's move purely an electoral one?
