Just a few days ago when a conference on police reforms and public order was called by Union Home Minister, only 7 Chief Ministers chose to attend with the big names of Narendra Modi, Jayalalitha, Mamata Banerjee, Omar Abdullah, Prithviraj Chavan, and Sheila Dikshit giving it a miss.
