Starting April 1, education becomes a right for all Indian children aged between 6 and 14 years as the Right of Children to Free and Compulsory Education Act passed by Parliament last year comes into effect. The State will be held responsible if a child drops out from a school. Even as all the credit seems to be going to Congress president Sonia Gandhi, Prime Minister Manmohan Singh will be addressing the nation on that landmark Act. CNN-IBN spoke exclusively to Human Resource Development minister Kapil Sibal. His ministry will have to ensure the implementation of the Act.
